This course will focus on the European chemical legislation and administration while a short introduction will also be given the (Finnish) national chemicals legislation and international multilateral agreements concerning chemicals. The lectures will especially discuss the new EU legislation, REACH Regulation and CLP Regulation. Course will give introduction to the different REACH procedures (registration, evaluation, authorization and restrictions) and enforcement of the REACH and CLP requirements on national level. The main focus will be on the scientific background and justification of the REACH and CLP duties concerning for example Chemical Safety Assessments and Exposure Scenario. Additionally, new Safety Data Sheet requirements will be presented.

1. Introduction to the chemical legislation
2. Introduction to REACH and CLP
3. REACH procedures: registration, dossier evaluation, substance evaluation, authorization, restrictions
4. European and national authorities, implementation and enforcement of the chemical legislation
5. CLP: classification and labeling of substances and mixtures
6. Information requirements in REACH and CLP
7. Chemical Safety Report in REACH
